Caveats- there are year-to-year variations, so a lot depends on the year. And I can only address the US market. In the US the CS/CSE body style was introduced in '93, and there were a lot of changes from '93 to '98. So one pat answer is hard.
This is generally true for '96 and later; possibly for '95 also:
The CSE has a higher level of standard equipment and the full turbo engine. The CSE came with all the options - leather, moonroof, power memory seats, HK stereo. It also came with the full turbo engine.
In general, the CS was available with cloth seats, no sunroof, power but non-memory seats, standard stereo, and the LPT. It was possible to buy a CS with all the CSE options, but still with the LPT.
I have seen CS 'striped' and CS that were identical to CSEs except for having the low pressure turbo.
It's important to determine which years we're talking about. Saab isn't as bad as domestic car companies in terms of changing model designations each year, but Saab did juggle the option sheet from year to year.
