There are quite a few differences, but they depend on the country of sale and the model year. In the USA and Canada, CSE models usually came with all options compared to Europe. Generally, the major important difference is that the CSE had the 2.3L 200-HP engine (full pressure turbo or FPT) and the CS the 2.3L 170-HP engine (light pressure turbo or LPT). The LPT cars did not have a boost gauge and lacked the APC system and the black valve with three hoses on the radiator. Depending on the year the CSE also had a rear spoiler, 205/50 VR-15 Michelin tires compared to 195/65 VR-15 tires on the CS, Saab Car (trip) Computer (SCC),
150-watt Hamman/Kardon stereo with 10 speakers, 3-position driver's side seat memory and Electric tilt/slide tinted glass sunroof with sunshade.
That said, there are many CS models which do have some or most of the features as the CSE, as installed options. The LPT turbo can be easily upgraded to 200 HP FPT. Check this board, there is plenty of information about the procedure.
