Obviously the other probe of the meter is grounded. Pin 5 of that connector is good.
Do you have an autoranging meter? Namely, does it automatically figure out if it's ohm, kilohms (1000) or megohms? If not, set the meter to kilohms. The sensor should be at 5800 ohms at 32F, 3800 at 50F, and 320 ohms at 176F (warmed up engine).
I assume you have a simple, non-autoranging meter, and that "1" is what it shows when it senses an open circuit. Set it to Kohms.
