If you're looking at a turbo in the'93-95 range, it most probably will have TCS. When TCS is a problem, it's a problem. When it isn't a problem, it's not a problem. And most of the time the issues are addressable.
The headliner drooping is a drag. Yes, it is a DIY task, but a pain. Paying someone to do it (like an upholstery shop) is a possibility.
Brake caliper is easy - just pick up a rebuilt and bring it along. It's a pretty easy swap-out, and you can 'foot' bleed it on the spot. Then bring the old one back as a core.
If you don't mind what sounds like a ragged car (dents & scratches, flappy air dam), that's OK. The Owner has obviously put a bunch of upgrades in - my cynical side says that the car has been driven hard and put away wet. What's more important than a carbon dash or poly bushings is brake fluid changes, oil changes, and coolant flushes. If the basic maintenance has been neglected, then it's a parts car.
If the basic maintenance has been followed, then for $1K (I'm sure the price is negotiable) it'll be a decent deal. You'll be able to do most of the stuff yourself. Expect that it'll need a few hundred dollars in work, straight out - belt and pulleys, maybe a new main pulley, and maybe the muffler. Sounds like a fun car, but only if the owner can verify maintenance records.
As about the expensive stuff, like A/C compressor, heater core, clutch, etc.
As to bringing it up to standard, that depends on your standard. Clean up all the dents and scratches? A few thousand dollars. Headliner? Maybe $400. But if you just want a daily driver 'urban assualt vehicle" where you don't worry about parking lot dings, then assume $500-$750, assuming no biggie (like A/C compressor)
