You need to check the cable out,it could be it's binding within itself,or some other fault.It may have water in it that freezes,and binds it up.
Reach down and pull the end back and forth and see it's binding within itself.A suggestion would be to lube it with a dry moly spray.It can obtain it at a bicycle shop-it's used to lube the shift and brake cables on a bike...
