cold bpc issue

I'm back again after thinking I had my problem solved. I've posted a few times about only having base boost when the engine is cold and full boost once things are warmed up a bit. I've connected my pressure gauge inline with the wastegate actuater. I've seen that when I'm experiencing the problem and I step on the gas I will get base boost (about 8-10 psi) and there is 5 psi going to the wastegate actuator. When the problem is not occuring I will get full boost (14-15 psi) and there is about 1 psi going to the wastegate actuator. When I let off the gas it spikes up to about 8 or 9 psi at the wastegate actuator.
So what I've got to figure out now is why is the BPC valve sending 5 psi to the wastegate actuator under WOT when the engine is cold. Can anybody tell me what may be influencing this behavior? I'm on my second BPC now so I'm wondering what else in the system could be influenced by temperature that in turn can tell the BPC what to do or affect its operation.
TIA
Chris
