intermittent BPC

After testing all vacuum lines (good) and testing the bpc (good, at least by every test I could find here), I'm still having weird issues with pressure coming off of the bpc to the wastegate actuator under WOT. It used to be only when the engine was cold that I would see 5 psi between the BPC and the wastegate actuator under WOT. Then it happened while the engine was cold and for a minute or two later in my drive. Today it was fine for the first five minutes and then base boost + 5 psi to the wastegate actuator for about 2-3 minutes. Then five minutes of normal boost and then back to base boost for 2-3 minutes. This repeated itself for about 30 minutes.
When I have normal boost levels I am seeing 1-2 psi between the BPC and the wastegate actuator under WOT.
I'm really at a loss now. The BPC keeps checking out okay but for some reason it is sending air to the wastegate actuator when it shouldn't be, and only at very odd times.
Does anybody have any ideas as to what I should check next? Thanks.
