You need to remove the 'clamshell' that surrounds the steering column. This is two pieces, top and bottom. I'm not positive about a '95, but on earlier cars, drop the adjustment lever down. Then remove the screws (from the bottom) holding the pieces together. Then, with the key in the ignition (so you can turn the wheel) turn the wheel 90 degrees to the right. There are two plastic tabs at the front (towards you) of the clamshell that needs to be released, and they're hidden by the wheel when it's in the normal position. By turning the wheel, you can access the tabs and release them. Then remove the key (because the plastic half won't release with the key in place.
You're now looking at the guts of the steering column - turn signals and alike. Move the adjustment lever - you'll see how it squeezes some metal plates together. There is (this is from memory) at least one nut that if you tighten it up a little, puts more pressure on when you tighten the adjustment. It's hard to explain, but with the plastic off and moving the lever, it's really obvious. Don't overtighten the nut (or the column won't adjust), and you're good to go.
