Ideally, the wheel should be horizontal when going straight on a FLAT road. Off a tiny bit is acceptable, as the adjustment isn't infinite. Typically after a front-end alignment the wheel is off, and a good shop with straighten it out. A bad shop, well, won't.
Flat is critical Most roads have a crown (side to side) so that water runs off. If the road is crowned a lot, you may have to turn the wheel slightly to keep from driving off it. Typically for the US (LHD), you need to turn the wheel slightly to the left to keep from driving off the road. More pronounced on highly crowned roads.
I would say being off a few degrees is no big deal. 15 or 20 degrees is execessive and annoying.
