Thanks to Urby for helping me out. The car temp woulkd climb to just below the red and then the high speed fan would kick on. Did exactly as Urby said and sure enough its the thermoswitch.
What to do: Standing in front of the car looking down on the left hand side of the radiator you should see a plug coming out of the radiator with 3 wires maybe 2 depending on your car. follow the plug down to the connection and pull it apart. With some wire and the key in the on position stick the wire into the black female socket thats the ground and then with the other end of the wire stick it into the blue female socket then the white female socket. If the fan comes on both times then its the thermoswitch which screws into the radiator. Do not touch the wire to the male side of the plug. Ordered it from eeurpoparts for just over 30 including shipping. The white wire is the low speed and the blue wire is the high speed. Will follow up once installed and update any issues. Just to be on the safe side Im going to do like Ari said and clean the contacts on both high and low speed relays.
