It's technically possible for a pump to rust if enough moisture/water is in the tank and the fuel level is low.
I don't know if your 95 4 cyl have a quick connector on the fuel rail for a fuel guage. Otherwise you need to have a special banjo bolt adapter in between the incoming fuel line banjo fitting and the fuel rail.
You should see around 40 Psi pressure when cranking over the engine.
But it is also important that you can open a flow valve on the fuel pressure tester and let gasolin flow into a container to determine if the pump is delivering enough fuel.
This might be on the more difficult scale if you have never used or own a pressure guage.
The immobilizer thought is valid too but I would think that by locking/un locking the car it would be reset? Try the lock/unlock a couple of more times.
