do a compression test with the head on the block, and do a leak-down test as well. That way you are testing the head where it belongs, not on a "flat surface." Unless you can gasket the head and bolt it to the surface this test just won't do much. And even then....
It's likely a valve is bent or damaged, and there may be cracks in the piston(s) you can't see.
It sounds like you are trying to avoid spending much on the car, which is probably a good idea, but don't burn your time trying to find a short money solution that will just come back to bite you when you reinstall everything.
If I were you, I'd look for a used engine from a good recycler.
