I can state from experience that a transistor in the ECU can get fried from a shorted BPC Solenoid. Since it's not doing any good, you might as well disconnect the dead BPC until you get a replacement - the default mode of operation appears to be base boost only. If you are sure that the old one is irreversably damaged, you can try to find a used one from a recycler, they were standard on almost all turbo SAABs of a certain era, i.e. 9000s, '94+ 900s, and 1st gen 9-3s.
