Worn tie rod ends. OK to drive?

While doing some fixing up of my friends newly purchased '97 9000 CS, we discovered a major problem with the tie rod ends. On the passenger side we found the boot to be very coarse and seamingly ready to burst while on the driver side we found the boot was ripped all around. Oddly, when you grip the tie rod you can twist it, perhaps 30 to 40 degrees towards the back (refer to photo). Surely it won't pass inspection in this state. In the meantime while order is expodited, is it ok to drive the car cautiously? And is the inner tie rod end suppose to be able to pivot or is the steering rack inerds going bad too? Thanks for the help guys!
