My understanding is that a shorted BPC (0 ohms resistance) is what takes out the drive transistors on the ECU. You old BPC had a somewhat high resistance on one of the coils, not open (infinite resistance) and not shorted - curious. As such, I'm not convinced that the ECU is "fried" at this point, but could be wrong.
There are many factors which limit the car to base boost. Do a search of the archives under "base boost" and you will find hundreds. Some that I can think of off hand from my experience:
- brake light switch "on", signals to the ECU to limit boost.
- cruise control "ON" signal (pin 1?) signal to ECU. This was stuck "on" in my car even when the Cruise Control was off. Don't know the CC setup on a '97.
- blown fuse to BPC (called APC fuse on fuse door)
- shorted wires, open wires
