My guess:
There have been reports of a melted connector on the two wires that lead to the fan motor, probably due to corrosion of the metal contacts inside (where have you seen this before?). I would guess that you could take a look at the connector and easily tell, but a conclusive test would probably be to disconnect the connector and jump power directly from the battery, see if the motor turns.
So, which wire is the positive and which is the negative? You did eventually buy a multimeter, right? Hook it up to the other side of the connector (coming out of the controller) and see what voltages are present.
