The problem with those screws is that there is a nut on the top of the screw inside the bottom of the top bumper piece that catches the screw. I was unable to locate a suitable replacement (although I didn't search all that much), but what I ended up using were some drywall anchors, the plastic kind that flare out once you drive a screw into them. Buy a couple different sizes and jam em up in the holes, then I used new hex head screws, about 3/4 of an inch long or so (number 8 size? can't remember).
But anyway, this method worked and the bottom spoiler is attached quite well.
you won't win Concours at Pebble Beach with this method, but it works!
