What causes rapid cycling of A/C compressor?

I've converted my '92 9000 to R-134a. I think I did it correctly by having the compressor rebuilt (ester oil added after rebuild), changed the drier and expansion valve. Also cleaned the system before installing parts. At first it would only cool if I jumped the wire to the compressor clutch, but after adding a bit more R-134 the clutch started engaging on its own. However it cycles on and off 40 to 50 times per minute. This seems a lot to me. A local mechanic thought it might be because there wasn't enough coolant, so I added another 12 oz can, but that didn't change the frequent cycling. There are still a few bubbles in the sight glass, but I remember reading here on the site, that that is normal.
I'm wondering if this very frequent cycling of the compressor clutch is normal, or if not, what might be the problem.
