There are several possibilities. It could be you have 2 problems. On your car, the Seiko compressor could have an enlarged air gap which will cause the compressor to stop functioning when underhood temperatures get too high such as when sitting in traffic. This is resolved by removing a shim from behind the compressor clutch plate. To diagnose, hit the clutch plate with a hammer when the ac goes out. Hold onto the hammer very tightly when you do this because there is a heavy magnetic force when the clutch pulls in.
As for the condensor fan, consider the possibility that your condensor fan has failed. This happened on my 93 CS. Try getting 12v and ground directly to the fan.
That said, the FIRST thing to check is the ac relay behind the glove box. Try switching it with the foglight relay.
