I have the low temp fan switch and low temp thermostat in my car for about 3 years. My low speed fan ran all the time, just about, finally burning out my radiator fan motor. Then I really had an overheating problem. It announced itself while on the Cross-Bronx expressway on a hot August day last year. Ironic that the whole setup that Townsend recommends was supposed to prevent overheating.
Two days ago I installed a regular thermostat, regular thermoswitch, and it does run warmer, but think about it - Saab engineers designed it to run at 89C. Tom Townsend says that every timing chain failure he's seen has been preceded by overheating (bad news for me). So his conclusion is that we need to run the engine cooler, at 82C. If overheating softens the chain guide plastic, then keeping the engine at 82C is better than 89C, right? Unwarranted conclusion, and I fell for it in the beginning.
