The turbo engine has a much lower compression ratio than a non-turbo engine. That is because when boost comes on, it increase the effective compression ratio.
So what? Well, with the very low compression ratio and no turbo, the turbo engine with no turbo will be slow, slow, slow. MUCH slower than a non-turbo car, to the point where I doubt it would be driveable. Or at least a car I'd want to try and get on the highway with.
Now, if you swapped heads, you could probably bring the compression ratio up. But for the effort involved, I'd try and get a used turbo.
