Thought about the above post and if the differential carrier were jammed up, boths wheels could turn, but only in opposite directions(just like normal with the car in gear and the engine off). If you were to jack up one wheel with the other on the ground(in neutral), it wouldn't turn unless the carrier could. The carrier is connected to the output shaft, so anything jammed in either would lock it up. The input shaft spins independently in neutral.
