A used ACC unit may or may not have problems. I suggest getting one from a source like Goldwing that can give you some assurance that the unit works correctly. You might have to get one that has some faults but generally works OK.
Next, since you have fan speed issues, your problem may actually be the fan controller. This sits sort of on top of the evaporator housing in the aquarium. Its common failure mode is full speed and/or an inability to run other speeds consistently. I just yesteday replaced the one on my daughter's '95 CS with a used one from a local pick-apart yard.
For your year a new part may be hard to find, but you should be able to find a used one. I think anything pre-92 will work, as the controller is the same for '92 and up, according to eEuroparts.
Also ask here if an ACC 2 unit can be made to work in your car, which has ACC 1. I don't know--suspect not, but there may be a way.
