...I just went through the same problem.
-- Have you ever replaced the blower motor? If not, and if it's worn out, it could be drawing too much power, which may short out the ACC fan speed controller (on top of the evaporator housing, as Noel mentioned).
-- Before simply replacing the ACC speed controller, be sure to check the blower motor to be sure it's okay and not drawing too much power. Otherwise, you'll toast the new ACC speed controller in short order ($104 part).
-- Also check the pins on the connector for the ACC speed controller. It sounds as if a common problem on our cars is that these pins eventually corrode enough that they no longer make adequate contact with the ACC speed controller's male pins. This leads to arcing power, which will short out, overheat and melt the connector, frying the ACC speed controller in the process.
-- I'd bet that in your case the ACC speed controller is dead, but if it hasn't already been replaced, it is a suspect part. Test it with a multimeter to see if it's still okay BEFORE replacing it.
I just spliced in a replacement connector in my car to, as well as replacing the blower motor and ACC speed controller, which also were bad. My theory is that the blower motor caused the domino effect with the other components. We'll see whether my repair holds up -- sure HOPE it does; I'm in Atlanta, and summer is HOT down here!
Also do a search on ACC, etc. There are some really good posts out there to help you through the testing of the various components with the multimeter and to help you with any remove & replace procedures.
