The ground temperature is close to themal equilibrium on an unshaded road, yes, the temperature of the pavement is higher than the ambient air temperature (not air temperature in your engine bay) but it isn't going to rise much more after thermal equilibrium. If the outside temperature reading goes up while I'm driving in slow traffic, where is the heat coming from ?
Look at it this way, the radiator fan and A/C fan are sucking in air from the front of the car and blowing it into the engine compartment. Where are the openings in the engine compartment other than the bottom of the car ? If the car is moving fast enough, as you said, the hot air would be sucked out from the bottom of the engine bay into the rear. If the car isn't moving fast enough, the hot air is going to billow out the side of the car, yes including the front of the car where the sensor sits. Imagine there is a fire in the engine compartment, where would the smoke come out ? Some would billow out from the hood of the car but most would come out from the bottom and out the side and front of the car.
Next time, while you're in slow traffic on a hot day, turn on the A/C and watch the outside temperature reading goes up at least a few degrees. Then turn the A/C off, and watch the outside temperature reading falls 8-). Oh, in the example I gave in my post, the Lincoln Tunnel got no sun exposure it sits beneath the Hudson River and all the traffic in the tunnel wasn't going to heat up the pavement to 122 deg F. The ventilation system of the tunnel is old but it is extremely powerful.
