Safe boost level depends on many factors, including fuel octane and quality, and other modifications. If you have a 3" exhaust, upgraded intercooler, or water injection, the amount of boost you can safely run will be far different than if it is stock. The danger of overboosting is pre-ignition (knock). The ECU will still detect knock, and if necessary will cut fuel to prevent it. Not exactly a pleasant feeling that you want to experience on a daily basis. Without any supporting mods, I wouldn't try to run any more than 2PSI over stock. Make sure you use premium fuel. Stock for your car is probably 1bar. (I don't have a '92, so I don't know for sure). The standard method of adjusting an MBC is to gradually increase it until you get fuel cut, then back it off a little bit. Keep in mind fuel cut will occur at different boost at different temperatures.
It sounds like your boost gauge is working fine. At idle, the engine is under a vacuum. -0.5bar is about right.
