There are special tools, but I like a big breaker bar.
Remember, it's a left-hand thread on the bolt. So if you turn the bolt counter-clockwise, it won't unscrew. But it will compress the shock. I prefer to do this from above. I stick a socket on the tensioner bolt, and stick a nice, big breaker bar on it. From above, I push the bar towards the back of the car.
Now, here's the trick - the shock has both a spring and a damper. The spring is pretty weak. If you push hard, the damper will push right back. Instead, apply a decent force, and HOLD it. Just keep a steady pressure on the bar. Slowly, the shock will compress. It may take 30 seconds - that's OK, you're not going anywhere. With the slow, steady pressure, the shock will compress. While holding the breaker bar with one hand, I reach down and slip the belt onto the idler pulley with the other.
There are tools for holding the shock compressed. See Quasi's site (http://www.quasimotors.com) for a home-built tool. I don't bother, but it's a nice thing to have on hand when loosening the bolt.
