why does the 9006 bulb have a blacked out tip?

i'm considering modding the 9005 [high] headlight bulbs to replace the 9006 [low] bulbs. but what i noticed is that the 9005 does not have the blacked out tip. whats the blacked out tip used for? is it to limit the amount of light output? would having a 9005 bulb in there make the light throw wild and blind other drivers? i also realize the there will be an increase in wattage, but will that have any long term effects on the wiring harness or bulb housing?
