It might be several problems in the system and the former owner has made a quick fix.
The 2 wire switch (with wires attached to switch) was only used for one or maybe two years of the 9000 non turbo in early 90s (US spec).
The fan resistor may or may not have gone bad and someone may have gotten and installed the wrong switch.
Try unplugging the two relays in relay box and jump one relay at the time between pin 30 and 87. That will answer if both the low and the high speed function of fan motor is working.
If the fan comes to life in two speed settings it might be enough to just install a new proper 3 wire fan switch.
I suspect that as for now the fan is only kicking in at high speed and that's why the temp goes high.
In a normal working engine the high speed fan kicks in when the temp needle is right at the red field.
