high / low beam control?

When I pull back the high / low beam switch and hold back, both high and low come on but when I let go, only the low beam stays on. I can not get just the high beam. I swapped the large rectangle red relay and the square orange relay with known good ones but no change. Any suggestions are much appreciated. Todd
