Up to and including '89, the 'toggle' function for high and low beams was a cam device in the stalk. That is what I assume rat is referring to. If that fails, your only solution is to replace the switch assembly in the stalk.
'90 and later, the stalk switch is simply a set of contacts driving a relay. If the headlights are on, the high/low beams toggle. If the headlights are off (parking lights or Off position on the switch), it's pull to hold.
If you've got a newer car, you may be seeing the daytime running lights on, and you need to switch the headlights to ON for the toggle to work. Or there is a wiring issue.
So the year very much matters.
