So the new alternator/VR now putting out 13-14 volts?
I suspect that one of your connections is loose and or corroded. This would be your easiest and least expensive solution.
FWIW, the battery terminals on my 93 CSE were corroded inside the cables (at the battery end). Replacement wasn't cheap, as SAAB has a dual wire connection to the battery plus side. Might be different on your 1990. Someone on this board mentioned getting a dual-terminal battery and making your own battery cables. Perhaps one of those heavy-duty accesory terminals that attach to your battery posts would also work, if your battery is relatively new.
