If the hooter valve tests okay, I would suggest cleaning the Idle air control valve as it definitely impacts your ability to acheive and sustain a proper idle.
It is located below the intake on the driver's side of the engine and has an electrical connection and a few air hose connections. It is a bit of a hassle to get to, but it really isn't too bad to service. I use a 1/4 inch socked set with extensions for the hose clamps as it is easier for me than using a screwdriver. I also remove a few of the hoses near the throttle body to improve access to the IAC, which helps quite a bit.
Once you remove the valve, clean it with throttle body cleaner. You should be able to shake the valve and hear a clean-sounding rattle.
