I'll add my vote to the IAC, but I don't think that cleaning it will do the job. On the 91 9000, the Idle Air Control valve is a two-way motor with a small spring that defaults to a high idle (1200 RPM) if one of the windings is open. Once you get the valve out (underneath the intake manifold) check the continuity of the windings with an Ohm meter. From the center contact, you should get identical readings to each contact on the side. The readings should be in the 2 to 10 Ohm range (can't remember off hand what it is), but you are only looking for continuity.
When my IAC failed, the car operated about the same as you describe. A new replacement valve is in the $200 range.
