Base Boost Only even with Wastegate hose off

So I thought I would track down my base boost problems along with a tune up today. Still just base boost even with wastegate hose disconnected. Does this preety much mean I have bad turbo? Or can the wastegate be repaired? The blade spina freely. no play on the shaft. Do my suprisse I did track down a air leak at the Intake Plenum (i have a two piece intake plenum, leak was at hose clamp seal; not manifold). I noticed that leak after replacing the Turbo-bypass valve. I mean is that pretty much it? I dont have any more air leaks. Checked every hose. Idle is smooth. Gap is correct. The wastegate rod is attached. The rod and actuator were stiff until I added a bit of PB blaster to the actuator. Has normal movement. I am going to replace the turbo intake hose (between AMM and turbo due to some cracking where the metal coolant pipe is. By the way I have a T3 garrett; water & oil cooled. Would cracking around that pipe cause pressure issues? Or should I look into turbo re-build kit? Any advice is much appreciated.
