The wastegate valve itself is comprised of a disk that should swing closed when under full boost. I've seen a turbo in the past that seemed to have a barb or roughness on either the disk or the seat area such that it would not close properly. Perhaps this is your situation.
In my case I had to remove the downpipe for other reasons and was able to reach the disk and rotate it a little bit until it returned to its full range of motion. Perhaps if you disconnect the rod and fiddle with the wastegate lever a bit you can get the disk to seat properly again. If the turbo's spinning freely and the rod's connected, one would expect the removal of the W hose to give you extra-super-boost, so maybe you have a binding wastegate in that case.
