Looks like a dead or dying oxygen sensor...

Since your car is a 97, it should have two O2 sensors, one on the downpipe right near the turbo and a second right after the catalytic converter (on exhaust system underneath the car). If you feel like changing the sensor yourself, its just and issue of finding a new one and is pretty much plug and play. Otherwise, figure a bit for someone else to do it.
