Those are the same symptoms I had-and it was the throttle body. After reading EricG's writeup, I took the thing apart and the problem was dirty motor...stuff. I wish I could call what I cleaned the correct name, but the brushes react with them to move the thing. It is obvious what part of the motor you need to clean, as it is the only part you can get at. Cleaning the motor and putting it back (about 2 hours total, less if you don't try to clean every single part of the TB) is pretty darn easy.
If you are careful and use positive pressure with the screws, you won't strip any. However, when you get to the three that hold the motor to the TB, you most likely may break two of the three. Even if you do, there's only one way to line the motor up including a pin that holds it in a hole so it can't rotate, so even if I broke all three, I would just get some JB Weld and glue the screws back together after I put the motor in correctly, being careful not to go nuts with the stuff. Of course, once the motor is out, you can just drill out the offending end of the screw. That would have been too easy though...
I will bet that the only thing that guy who rebuilds them does is clean the motor (easy, with contact cleaner) and perhaps repair (with electrical tape probably) any worn wire coatings. If he uses a new motor, that is great-but I think it is unecessary most of the time. Then again, I don't see these things every day. But if EricG and I can do it... hehe.
