There are many other potential causes of low boost, which I'm sure you have seen on this board. Swapping the BPC Solenoid is not the only diagnostic necessary to figure out the problem, although it is a good start. If the old BPC shorted out, it very well might have destroyed one of the drive transistors on the ECU. My car had a combination of ECU, BPC and CC problems which prevented full boost.
Is the car stuck at base boost or is it just not getting "full" boost? Is it a manual or automatic? What happens when you pull the "W" hose on the BPC?
