I've got a 95 Aero, manual trans, TCS with just over 48k on the clock. I've got SQR Stage 4 in the car and I've got no problems at all with the TCS system. I think TCS is overhyped as being a huge problem. I would advise you to replace all the vaccum lines with silicone and get the old, dried out rubber out of there. TCS really isn't as much of a problem on the later years...you shouldn't be afraid of it. I had the same questions about my car when upgrading it and was told the same thing by others. All you have to do is make sure that that whatever ECU upgrade you end up going for (if you go this way) is programmed for a car with TCS.
I think the 95 with lower miles and in nicer shape is a better bet. There really is no way to remove TCS. Having a Stage 4 in my car, I'm almost glad I have it.
