Car does NOT get warm, suggestions?

So, I have noticed this for a little while now that when its cold, my car does not get warm (1991 9000T).
For example, I let the car "warm" for about 8 mins today in the driveway (buffalo, ny, only 34 degrees this morning) drove at 55mph about 15 miles, and it still had yet to get farther than the gap between the very bottom of the gauge and the "warm" line.
Don't think the thermostat could be suck open as the car gets rather warm in the summer and gets warm if i let it idle for about 20 mins.
Its nice not having the car hot for performance, but for my hands and feet inside the car, it sucks... the ACC automatically kicks up the fan speed when its "warm" but by the time I get to school, a 20 min drive, it doesnt get warm enough, so the heat isnt all that warm when I turn up the fan speed manually..
was thinking maybe putting a piece of cardboard infront of radiator, bad idea? any suggestions?
TIA
