The relay contacts are dirty/pitted. On the first contact, they can pass enough current to pull in the clutch. But due to the bad connection, the contacts heat up, and the resistance increases. The next time the clutch goes to pull in, the high resistance keeps the clutch from engaging.
You can replace the relay. Or, you can pop the cover off, and clean the contacts with a little fine sandpaper or an emery board. You just want to get the black crud off - you don't want to polish the coating off.
