First, if you hit the fan speed button (either up or down) to manually set the fan speed, does it stay at the same speed? If not, that would be a problem with the fan/controller. If it stays stable, let's move on. Remember to hit the FAN speed, not the temperature buttons.
Next, what do you mean by bouncing all over? How warm is it where you are? It's not uncommon for the fan to come on very high if the inside of the car is hot, and then crank down after a bit. The next thing to see is if the owner has messed up the presets. Change the settings to something reasonable - like ECON off, and a reasonable fan speed and temperature (like 69 or 70F). Now, program the system by hitting the DEF and VENT buttons (top right, bottom right) at the same time for a few seconds - you should see the display dim for a second, and then snap back. See if that cleans the problem up.
