When it's not being used to "power" the rack, it's still going through the pump and back through the return.
Here's what i did.
Turn the wheel to full lock one way or the other.
Syphon out the tank, remove the old filter, disconnect the return hose (smaller one) and clamp on an extension hose to a gallon container. Use a short hose with a plug to cap the tank inlet barb.
Fill tank with new fluid and set a funnel on top.
If you have 2 people, the rest can be done quickly with the engine running.
If you don't have help, only run the engine for shot times, as the fluid disappears quickly.
Run enough new fluid through before turning the wheel so that you see fresh coming out the hose, then turn to opposite full lock, pause and go back to the original full lock, then back again to opposite.
Replace the hose, install new filter, and SMILE.
