Have usually had steelies for my winter tires, but have a used set of alloys on my '96 CSE since they came with the car.
The advantage to steel rims is that if you hit a pothole and bend the wheel a bit you can probably whack it with a hammer and it'll be OK. Not so with alloys. But the pothole that bends a steel wheel may not affect an alloy. You can't predict that stuff.
Both types are sooner or later subject to corrosion in the bead area. I had rim leaks on the steelies on my C900 and finally had to replace the wheels, but they were 12 years old at that point. Two of my winter alloys have bead leaks at the moment. Most times it's easily dealt with on both types of wheels, though.
You can get used Saab alloys for about $50 each which is about the same as new steels. Used steels may actually be harder to find--most cars seem to go to the junk yard wearing their alloys. Go with what fits your budget and is available. Wheel covers make steel rims less ugly. But IMO it's winter and cars get pretty ugly anyway unless you really keep after it, so having cool looking wheels is less of an issue.
