Some say to put the spare on the rear, since the front tires do most of the brakes, all of the accelerating and of course steering.
The second chain of thought goes (similar to snow tires on front only) that if the spare is on the rear, there is a greater chance of oversteer (ie the back of the car stepping out) which is very difficult to control. Where as if the spare is on the front, you will experience understeer- much safer.
My two cents- if you have a spare on the car, drive so neither understeer or oversteer is ever an issue. Brake early, leave a large gap between you and other cars, pay extra attention to other drivers and road conditions, etc.
