Does your oil pressure switch work? You can do a quick check by turning the key to the "run" position (just before the "start" position) and looking for the illuminated oil canister icon in the pictogram. It should be lit at this point. Then, crank the car -- it should extinguish itself after a few cranks, or after the car starts.
If the light's not illuminated, you need a new switch. You can confirm this by again putting the car in "run" and then grounding the connecting wire directly to the block. Light should come on at this point to verify that the circuit is good (they usually are). The switch is on the backside of the block, underneath the intake manifold in the region of cylinder two.
If the pressure switch is working properly and extinguishes upon startup, then oil pressure at least is good, so you can continue to trace any blockage that may exist. I think it should send oil to the turbo right away, but perhaps it takes a little while to get there.
