My experience has been that when your Saab has a malfunctioning interior air sensor (the "bullseye" near your seat heater switches), the system will default to "warm" or "hot." I like to think this is a failsafe designed in by the Saab engineers who reasoned that flash-frozen Swedish Saab owners tend to have a lower than average brand loyalty once you thaw them out.
So, if you're getting cool or cold air, that suggests that the arm to the mixer flap, or the flap itself, has broken. However, you might be lucky and it's just that the actuator cable has slipped off the arm.
To find out, remove the aquarium cover and from the right side of the car, peer downwards toward the middle of the aquarium, on the back side under the windshield, to the left of the evaporator box*. There you will see a white plastic cable (or its remnants) and a cable which should be affixed to the end. If the arm is broken, as Wally notes Saab sells a repair kit. You would need to have a little bit left on the arm in order for this kit to work, or else you'd have to go through the steps of heater core replacement in order to remove and replace the mixer flap assembly.
* right and left are based on sitting in the car looking out the windshield. Your right is the car's right.
