The amount of excess current draw does seem in line with a relay coil being energized, but I doubt it's actually getting connected to the lights, unless there's some really funky wiring problem. If it were, there'd be a lot more current being drawn than that.
Normally the key off drain should be under 35mA (0.035A), without aftermarket additions of alarms and accessories. While you can go over that without problems as long as you drive it regularly, that's the general guideline for max standby draw. If the battery is allowed to sit for a while and go into deep discharge, it loses capacity and service life permanently; that's probably what happened with the Walmart batteries-
Does the relay click when you connect and disconnect it from the harness?
The foglight relay harness should have the following;
brown wire that's constant 12V through fuse #5,
red wire going to the fog lights,
blue-white wire that supplies 12V to the relay coil when the ignition is switched on, through fuse #4,
and a white wire that is ground switched by the fog lamp switch.
Does sound like the relay has a different pinout, and has the relay coil and relay contact positions swapped.
Did your fog lights ever work? Still can't see how it could have the wrong relay in there and still work properly-
