'93 9000CS won't turn over

Matt here again... I posted last week about a 'new' free 9k that I got. Just got around to getting a battery for it, and put that in.
Things that happened then in order...
emergence flashers came on. went off after a few seconds. Came on again when I opened the door. the flasher behavior doesn't change regardless of whether they are switched on or off.
Get in the car, foot on the clutch, shifter in neutral. key in ignition, twist to first position... bunch of stuff on the dash lights up.
Twist key to start position and nothing. No click from from a starter solenoid... no crank. a 'Err' message pops up where the thermometer is, and that's all.
open the door again, and the hazards come on again. then go off.
Seems to sorta have a mind of its own. But I don't know why it won't crank. Acts like a nuetral safety switch or something. I'm thinking perhaps alarm? I don't know if I need a remote for that. Don't know if there ever was one...
Or could there be a fuse I'm missing?
Any thoughts appreciated. I did of course double check battery connections. And they don't get warm, so I think the starter just isn't getting the 'go' signal...
